Sale to any Government Department (Central, State, Public Sector Undertakings) is done through DGS&D (Directorate General of Supplies & Disposals). DGS&D is an autonomous body & functions under the Ministry of Commerce, Government of India.
All government departments have to adopt Tender Process for their requirement of Products & Services. Since the Tender process is very lengthy & involves a lot of administrative work, the Government has given this authority to DGS&D to negotiate with manufacturers on pricing & ensure quality through their Inspection Wing DGQA (Director General Quality Assurance).
Once the product is approved by DGS&D, all the government bodies & PSU's can fulfill their requirements by procuring these items from the manufacturers registered with DGS&D.

DGS&D negotiates prices & terms of trade with the manufacturers / service providers & facilitates the same to the Indenters. These prices & terms of trade are called as Rate Contact & are renewed every year. Items listed in rate contract include electrical, hardware, electronics, engineering, chemicals, clothes, automobiles, cement, etc.
Any central government department can place an order with Hero MotoCorp, on a form prescribed by DGS&D Form -131 and payment is made by Chief Controller of Accounts - New Delhi after the supply, subject to approval of the budget.
State Govt. Departments / PSU's can also buy Hero MotoCorp Products available on DGS&D rate contract; motorcycles will be supplied to them against 100% advance payment at DGS&D rates by Demand draft in favor of Hero MotoCorp payable at New Delhi
